App for recording offline attendance in DDU-GKY and RSETI programs.

The Ministry of Rural Development (MoRD) has introduced the Offline Attendance App to strengthen the delivery of its flagship rural skill development initiatives — Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Rural Self Employment Training Institutes (RSETI) programs. Built to address the connectivity challenges often faced in rural training locations, the app enables attendance to be recorded using face recognition, ensuring that participation is accurately tracked even where internet access is intermittent or unavailable.

The app is intended for use on the devices of faculty members or Domain Skilled Trainers (DSTs) conducting training sessions. Once a trainer is assigned to a batch in the program’s Unified Web Application, the face embeddings of all candidates enrolled in that batch are automatically downloaded to the trainer’s device one day before batch commencement. This preloading process ensures that, on the day of training, the faculty or DST can travel to the location regardless of network availability with all necessary data ready for offline attendance capture.

During each training session, the app verifies the presence of participants by matching their live face images against the pre-stored embeddings for that batch. Successful matches are logged with date and timestamp and stored locally on the device. When internet connectivity becomes available, the attendance records are automatically synchronized with the central MIS, ensuring accurate, timely, and verifiable data without the need for manual reconciliation. The app works to

1. Batch Assignment – Faculty or DST is assigned to a training batch in the MIS.
2. Preloading of Data – Candidate face embeddings for that batch are downloaded to the trainer’s device the day before commencement.
3. Offline Attendance Capture—On training days, attendance is recorded using face recognition without needing an active internet connection.
4. Automatic Sync – Attendance data is uploaded to the MIS once the device is back online.

By focusing on a single, critical function, i.e., offline attendance capture through face recognition. The app removes the risk of missed records due to network issues, reduces administrative effort, and ensures accurate tracking of participation. This streamlined approach supports the MoRD’s vision of efficient, transparent, and technology-enabled skill training delivery, even in the most remote corners of the country.
